Purpose:
According to the Civic Chairman of the Garden Club, the purpose of this project is "to turn a barren highway median into an attractively landscaped living memorial to the victims of 9/11." Natalie Jackson, also of the garden club, added: "Throughout its 75 year history the Garden Club of Indian River County has been recognized for its service to the community through its many landscaping projects. One of the most enduring projects is the oak canopy which shelters Victory Boulevard. These oaks were planted by the Garden Club in 1947 to honor those who served our country in WWII. Since the tragedy of September 11, 2001 the Garden Club has searched for a way to commemorate the event in a way that would do honor to those who lost their lives on that day. The Club concluded that a living memorial would be the most appropriate way to remember the victims of 9/11.
